BOB CASHMAN – BIOGRAPHY

 

I am Bob Cashman and I hope you will vote for me on February 5, 2008.  I  am running for a seat on the Wildomar City Council.

 

Wildomar has been my home for the past 29 years.  My wife, Diane, and I were married in 1972 and have raised five children in Wildomar; Crystal, Beth, Kimberly, Jennifer, and Robert.   I work as an aerospace engineer  

 

In a new city, the ability to get things done is invaluable.  I believe that my ongoing efforts and accomplishments speak for themselves and I hope that you will allow me to continue to accomplish great things for Wildomar.

 

  • Chairman Wildomar Incorporation Committee(WIN) 2003 – 2007 This is  the committee which successfully brought the issue of Wildomar cityhood  to a vote.   
  • Wildomar Municipal Advisory Council, 1994-1997.  In that capacity, I promoted and helped write the proposal for designating Wildomar as an Unincorporated Community.    
  • Elected  to Lake Elsinore Elementary School Board --1985-1989. This gives me experience with the budget, facilities, and other complex issues of a public organization. 
  • Founding member , formation board of the Wildomar Chamber of Commerce, 1990 and elected President of the Wildomar Chamber of Commerce three times.
  • Cartographer, Wildomar Map, 2001, Chamber of Commerce
  • Chairman, Wildomar Community Council, 2003-07 
  • President Wildomar Historical Society, 2005 - present (saving and moving the  historical Brown house, historical inventory, restoration of Wildomar bell)
  • Volunteer activities including past PTA president, cub scouts, boy scouts, library, church events, and community organizations and special events.

Vote For “at Large” Representation (measure D).


Measure D asks the question as to which way we want to elect council members in the subsequent council elections. The first council will be elected "At Large".

I am in favor of having our representatives elected "At Large" in future elections. Voting "By District" will have the tendency to fracture us into competing camps.

Wildomar is not a large city and it is geographically compact. What happens in one area of Wildomar will likely impact the adjacent areas. In the “By District” model each council member would represent a district that would be a hodgepodge of the neighborhoods in the area.

The difficult job of creating an effective city will be easier if those on the city council start out with a general concern for all of Wildomar, not just their own special interest area that they live in.

It is my belief that voting for your representatives to be elected "at Large" will be the best choice for Wildomar

Dont Delay Cityhood!
Dear Ron,

If the business plan was made taking the “recession” into account, there would be no need to consider postponing the business venture. You will be happy to know that the Wildomar business plan, the comprehensive fiscal analysis (CFA) that was done for LAFCO this year, had been adjusted in 2007 to reflect our knowledge of the business slowdown. The conclusion made in the study was that even with this slowdown, the money is there for the new city, not just for the next year but throughout the first 10 years.

With regard to the timing, Wildomar is being assisted by the recent passage of Assembly Bill 1602. This bill, provides among other things, startup money for new cites. If we incorporate before 2009, the state gives us several million dollars a year for the first five years of our existence as a city. Unfortunately, this bill sunsets in 2009. If we incorporate after 2009, we get no money at all.

Now is the best time for Wildomar to incorporate.

Cityhood & Candidates
If I had invested several years of preparatory work into starting a new business venture would I not postpone my plan when faced with an obvious financial recession? I don't think so.

A primary source of our new city's potential revenue (property tax) dropped 30% last year and will undoubtedly continue to erode for another year at least. Also the forecast for sales tax revenue this year is pathetic?

Incorporation may be the right idea but "timing is everything". We can't wait for a more promising possibility of success?
